Mr. Andrew Yap
Managing Director

Mr. Andrew Yap is the Vice-Chairman and Executive Director of Singapore-based YTC Group, a conglomerate with several business groups which include hotels and properties, agriculture and industrial chemicals, wholesale and retail coffee, film and media. Andrew is also the Managing Director of European Trade Centre based in the European Union.

Andrew has a double degree in Engineering Physics (summa cum laude) and Electrical and Electronic Engineering (cum laude) from the University of the Pacific, USA. He is a member of prestigious engineering societies, Phi Kappa Phi and Tau Beta Phi. Andrew also read International Business Law and Finance at the University of California, Los Angeles.

He serves as a Board member of the Singapore Hotel Association. He also served as a Board member of the Media Development Authority (MDA) (2004-2005).

Dr. Jeff Obbard, PhD
Technical Director

Dr Jeff Obbard has a PhD in Environmental Chemistry & Toxicology. Originally from the UK, Dr. Obbard has spent a total of 21 years in South-East Asia (in Singapore & Hong Kong), and has been a professor at the National University of Singapore (NUS) since 1997. Whilst at NUS he has been a Director at two university research institutes, and has held a joint appointment with the Agency of Science, Technology and Research (A*STAR).

Jeff also served as the Vice President for Science & Technology at a Shell Petroleum joint venture company in the USA. He was recently recognized as a ‘Top 100′ Global Sustainability Leader, and has previously been awarded by the United Nations (UN) for his efforts to develop environmentally sustainable solutions toward the UN Millenium Development Goals.

Mr. Tan Keng Jin
Director

Mr. Tan Keng Jin joined ISEAS in 2004 as Head, Public Affairs, managing several lectures, such as the Singapore Lecture, and the ISEAS Public Lecture series. He was also co-coordinator of the ISEAS Environment and Climate Change Programme from 2007-2011. Over the years, he has also coordinated the ISEAS’ Country Seminar Series – on New Zealand, Brunei, Penang & Johor (Malaysia) and Cambodia.

In 2004, Mr Tan returned from Wellington as Singapore’s High Commissioner in New Zealand. His experience in Singapore’s Ministry of Foreign Affairs extended over 33 years during which he also served at the Singapore High Commission in London, and the Singapore Permanent Mission in Geneva (which he established in 1973). He was appointed as Ambassador to Egypt in Cairo in 1986; with concurrent accreditation to Yugoslavia, Pakistan and the Kingdom of Jordon. He was then appointed as High Commissioner to Brunei Darussalam in 1990 before his posting to New Zealand in 2000. In between his overseas postings, Mr Tan had been the Foreign Ministry’s Director of Protocol for a total of 10 years, including his appointment as Singapore’s Chief of Protocol for 5 years.

叶纪恩先生
常务董事

叶纪恩先生是YTC集团的副主席兼执行董事，旗下企业包括酒店，房产，农业，化工，咖啡的零售与批发以及电影和媒体。他同时也是在欧盟的欧洲贸易中心的常务董事。

叶纪恩先生在美国太平洋大学获得了工程物理（最优等生）和电气电子工程（优等生）双学位。他是著名工程学会Phi Kappa Phi 和Tau Beta Phi的成员。他也在加利福尼亚大学洛杉矶分校修过国际商法和金融。

叶纪恩先生是新加坡酒店协会的董事会成员，也曾在2004到2005 年间担任媒体发展管理局的董事会成员 。

Dr. Jeff Obbard, 博士
技术总监

Dr. Jeff Obbard 拥有环境化学与生态毒理学的博士学位。来自英国的他已经在东南亚（新加坡和香港）工作了21年。从1997年开始就在新加坡国立大学（国大）担任教授。他同时也是国大两处研究所的所长，并在新加坡科技研究局（新*科研）任职。

Jeff 也曾担任壳牌石油在美国合资公司的科技副总裁。最近，他入选为“全球100大可持续发展的领袖人物”，他针对联合国千年发展目标提出环境可持续的解决方案也获得了联合国嘉奖。

陈敬仁先生
总监

2004年，陈敬仁先生担任东南亚研究所公共事务处主任，管理多个讲座，如新加坡讲座，东南亚研究所公共讲座系列等。在2007至2011年期间，他还共同协调东南亚研究所的环境与气候变化项目。多年来，他也协助在新西兰，文莱，槟城及柔佛（马来西亚）和柬埔寨举办东南亚研究会的国家研讨会系列。

2004年，陈先生完成了新加坡驻新西兰高级专员的使命，从惠灵顿回国。他已在新加坡外交部任职超过33年，期间曾在伦敦担任新加坡高级专员，也曾是新加坡常驻日内瓦代表团（由他在1973年成立)成员。1986年，他被派往开罗担任新加坡驻埃及大使，同时也兼任驻南斯拉夫，巴基斯坦和约旦王国​​大使。1990年他被派往文莱担任高级专员并于2000年被派往新西兰。在海外任职期间，陈先生在新加坡外交部担任了10年的礼宾处处长，其中包括5年首席礼宾官。
